So the guy wasn't handcuffed then tasered... thanks to all who answered... and it looks like the dust isn't settled on what he really *was* doing under all those cops.

In the video I saw, I didn't see any flailing arms...

2. he was on the floor. Do you need to taser someone on the floor? All cops
should be tasered as part of their training so they would not frivolously use it when they want.

11. Yes, he was being uncooperative. The cops could only get one cuff
on, because he was flailing around like a fish on crack

They zapped the fool in order to get the other cuff on

tasered" then 40 seconds later the sound of the taser is heard.

Cuffed or not he was tasered because they could not overcome his resistance and would not stop resisting. People used to get broken arms and concussions while resisting and it is insurance companies who now largely back the use of tasers as a way of avoiding lawsuits.

This video shows his whole questioning period and the audio of the police instructions is very clear.
