The Iraq War debate is expected to resume as early as next week in the House, where the leadership is lining up measures intended to unify Democrats around an anti-war position and attract some Republican votes.
Senior House Democratic aides said a series of Iraq votes could begin with debate on a proposal by Democrat John Tanner of Tennessee that would require the Bush administration to provide a plan for redeploying U.S. troops now in Iraq. Rank-and-file Democrats said they have been told to expect more Iraq votes to follow.
“We’re thinking about votes on a number of measures,” confirmed Majority Whip James E. Clyburn, D-S.C. He provided no details.
Moving multiple bills through the House might help Democrats peel more Republicans away from the White House position on the war.
The strategy could also give each faction in the Democratic Caucus something to embrace. Many liberal Democrats, for example, are cool to the Tanner bill (HR 3087) because they prefer specifying a withdrawal timeline.
“They are talking with a lot of people. It’s an open process,” said Democrat Maxine Waters of California.
“We may end up with a dozen bills before we’re through,” said Democrat Neil Abercrombie of Hawaii. “We want to show the general public . . . that we’re not trying to score points. We’re trying to end this war.”
