Libertarian leaning people often use that term whenever reasonable public health or environmental regulations are proposed.

The irony of course is that in a sense they're right- the behaviors and actions involved are are generally self destructive- and destructive to other members of the community at large. Responsible adults understand this; children don't. Hence the need for a "nanny."
