Declaring it seems silly. Continuing to use English as the de facto official language seems reasonable enough.

7. Let's be clear on this language here.

Rascist means someone is prejudiced on the basis of race. Discrimination on the basis of language is not rascism. It may be xenophobia or ethnocentrism, but it is not race. Mexican and Hispanic or Latino are not races either as any of the three major races can be Latino.
