In the ancient world one nation, whenever they went to war, or were in a crisis, the elites had to offer a kid for sacrifice to the gods
No, not something that cruel
Here is the modificiation....by the caller
We are going to war... well every member of the house, the senate, and the executive branch, two levels down in the cabinet, has to offer a close relative, spouse, oldest kid, to the military
No, not as an officer either... but a raw recruit
Choice of MOS... line infantry, cavalry scout... perhaps medic
If they got killed, well here is the second one
Now that kind of a draft would certainly make them think about it
Here is my modification... every CEO and member of the board of every war time industry, aka GE... has to do the same... as well as upper management
Care to tell me how fast they would stop this?
It reminds if of the Poetry of Owen during WW I.

or were drafted. Symbolically, it was very important to see these famous faces in uniform. However, the reality is that plenty of them, though not all, managed to skate like hell.
The hoi polloi were kept "In The Rear With the Gear" or given jobs safely stateside so they wouldn't find themselves anywhere near harm's way.

for every Representative that votes for the war, his district's draft eligible population gets an extra 10 points (or whatever) each come draft time. Same for Senators, their state's draft eligible population gets heavier odds of being drafted. Reverse would be true for those states/districts voting against the war.
Be interesting to see how hot the war fever burns when it's their specific electorate paying the price.
