The phrase is meant to imply that thing or person mentioned is primarily annoying.

It's an imprecise use of language, but the meaning is clear.
on edit: Maybe it's only clear to me because I'm used to the verbiage? Never really thought about it. I grew up in a family where a conversation might go thusly: Q. Oooh, that's a big skeeter bite. Does that hurt? A. No, it's more itchy than anything else.

i like to think that if mine were alive that she too would listen to Randi every day...
my mom had issues- lots of them- but she had a great heart and a very progressive political bent.

to many of her callers. The worst is when an older, somewhat confused person calls in and she bites their head off.
I laughed at her lame explanation about how she was NOT mugged, but yet she e-mailed AAR after her fall and said she WAS mugged. She was so pissed off that day and did not take one iota of responsibility for the snowballing of her was/was not mugged story.
I listen to Ed Schultz now, he reminds me of Hank Hill, but at least he has many, many guests on his show, as where Ms Rhodes does not and there's a reason for that!

Maher never said people who don't believe the official story handed down to us from the Bush Crime Family about 9-11 are crack pots. He's talking specifically about crack pots with a particular stupid theory about 9/11 who have been harassing him.
