Permit Building Fees already waived for Fire Victims (WHY, take this action now?)

Permit Building Fees already waived for Fire Victims (WHY, take this action now?)
San Diego County Board of Supervisor have waived the fees for building permits. Now why would they do this before the Insurance Companies pay out? Wouldn't it be nice if the homeowner would have that extra money factored in and paid out by the insurance company to learn later the fee has been rebated back to them? I think the insurance companies were twisting a few arms and this saves them a few dollars.

1. removing fees saves the homeowners and insurance companies money
saves a lot of overhead for processing, collecting, paying out etc.

makes life easier for everybody

2. if the fees were figured into the payout by insurance companies-
and then later waived- the insurance companies would rightfully ask for the return of the overpayment amount.

4. because supervisors failed to do their jobs
(if they had done their jobs) the current fire situation would not be so dire...

So its a bribe (please let me keep my job)
