Even the pubbies have trouble getting someone to run against him. Usually they are real losers that don't know better. Steny takes care of business in the district and people like him. Maybe Mike Miller (Maryland Senate Leader) could give him a run for his money but he is just as conservative as Steny. Maybe more so. And I doubt that Mike would ever do it anyway.

A new congress critter would come in as a freshman, and NOT have the leadership position that Hoyer has.

Party leaders only get knocked off in general elections, never in the primary. Or you could get his fellow Democrats in the House to vote him out of the leadership position. Those are the choices if you want to get rid of Steny as majority leader.
