I don't think I am a PayPal member anymore and I DO NOT shop by eBay!!!! What is going on here????

Once you've done that, delete the e-mail.

Do the same if you get any alleged to be from ebay using spoof@ebay.com
They can track paths to get the bastards.

(and you can do that daily online or by phone) to confirm a deduction hasn't been made to your account in that amount. If it has, let your bank know you've been scammed and request to set up a new account with a new number.
In any case DO NOT CLICK ON THAT LINK.
If you want to do anything, send the mail to abuse@paypal.com.
