I think Reagan relied on others more. Still, it is hard to say. They were both so good at being horrible. I think Reagan actually believed he was doing what was right while W knows it is just a ruse.

I think Reagan was truly not that bright--maybe just above average intelligence.
Bush is above average intelligence, but almost certainly a psychopath.

He's naïve, incurious, lazy, anti-intellectual, and stubbornly opposed to forcing his mind to do anything but affirm his beliefs. He is callous and superficial. He lives in a bubble, and keeps himself completely uninformed. He knows little and cares to know little.
However, when forced to, he seems capable of thought. His current job does not force him to think. In fact, in the world his advisors have made for him, thinking can be disastrous. His purpose is to stay on message. His purpose is to repeat the words that they have tested and determined to put people in certain mindsets. His purpose is not to think, consider, formulate, propose, or anything like that.
Reagan, on the other hand, was outright stupid.

For all that I disliked Reagan-the-President, I think that he was far wiser than Bush 43. RWR, for all that he wasn't the smartest guy in the Executive Branch, had the good sense to at least occasionally listen to competent counsel and even (at least sometimes) act on competent counsel.
When I think back to the Reagan era, for all that I think that it hurt the poor here in the US and made life worse for many in the poorer countries, I said thank heavens we had Reagan back then instead of Buckaroo Bush, and I thank heaven that we had Nancy grounding some of Ronnie's more foolish flights of fancy.

On the one hand ... Reagan DID have enough competence to actually save several people's lives, when he was working as a lifeguard. But then again, he switched his party allegiance to the GOP, didn't he.
