I remember hearing about it in college, did it get killed off as a "liberal Clinton program"?

1. We have the Peace Corps, too.
He was talking about sending them around the world. We do that.

Is he trying to supplement the military, short of a draft?

2. Long ago, far away....
Not so long ago, in a dictatorship not so far away, there was an abbreviation for what Chimpy was proposing. It was called the "S.A." Sturmabteilung. Brownshirts. A way to let those we wouldn't dream of letting in the military pretend they are. Boy Scouts with AKs. W Jungend.

3. I think so.
That was my take on it ... that they would be in non-military jobs like truck drivers, doctors, nurses, etc. Traditionally millitary have done those, but it seemed this plan would use civilians for that, freeing millitary members to be in combat positions.

4. We used to have something called VISTA
Volunteers in Service To America

It was killed by Saint Ronnie for being too altruistic (actually he suspected it was full of community agitators)

6. Nope, it's still around.
Funding is limited and volounteers are scarce, but most colleges still have Americorps programs.
