A tax rebate for peace?...

Earlier, many of us have advocated removing the old Reagan tax cuts and going back to the old tax code where the highest marginal tax rates were from 70% to even 90+% in the 60's before Kennedy downsized them in exchange for removing loopholes.

Some of us recently have said perhaps we should make part of that high marginal tax rate a "war tax", that would go away if we had a period of peace.

I'm thinking a better approach is to put in place the high marginal tax rates and have a "war tax rebate" in times of peace, so that the negotiated item is not the high marginal tax rate, but the rebate. So that without doing anything, we have the high marginal tax rates, but in times of peace, we can put forth a rebate that would perhaps more heavily help those at the high end then.

Even if this rebate is somewhat regressive, I think it would serve as an incentive amongst the nations' elite to force companies they invest in to look for peace,a nd to profit from peaceful operations rather than war profiteering like we have now, when they get tax deductions AND wartime profits, which incentivizes war amongst our nations' leadership.
