The FBI can simply stop a person on the street and threaten to detain the person for vagrancy unless the person has cash. If the person has cash, then the FBI can demand proof that the person earned that particular cash and paid taxes on the earnings. If the person has no documentation showing the serial numbers of that cash, then the FBI can confiscate the money.

They just print more. Each bill costs 4 cents in paper, which they pay for with the same paper.
Our economics are really screwed up.
