5. Yes, because it's simple and easily understood.
Guy A did something very bad that may have involved guy B. Guy B then pardons Guy A. That stinks, no matter how you look at it.

7. He will wait until the end of his term and do it then like Poppy did
with Iran/Contra--and there was little outrage then. Heck there was more outrage by the media when Clinton pardoned that woman just before he left office!
