Another way to end the war: make funding conditional on Iraqi referendum on occupation
Since Democrats seem loathe to simply cut the funding, another method of ending the war would be to call the republicans bluff on spreading democracy. They have no interest in democracy beyond placating public opinion here primarily and secondarily in Iraq.


Say the funding will only continue if Bush holds a referendum over there within 90 days, and if a simple majority votes to continue the occupation, he'll get the money. The chance of that happening are pretty slim since over 90% of Iraqis would like us to get the hell out.

That would actually be a good rule for future invasions and occupations too--you can do it so long as the people you invade say they want you to stay. That could make war like Shylock collecting his pound of flesh only if he can do so without shedding a drop of blood.

I'm not sure why Congress doesn't take the direct route and cut funding or revoke the war resolution, but they obviously need some help in both creativity and fortitude.
