If Gore decides he WON'T run, is he going to endorse a candidate?

He may stay out of it.

Endorsing Dean in 2004 didn't help him and if he endorsing someone other than Hillary, it would be viewed as quite a betrayal by the Clinton's after all they have done for him in the past.
