I watched a special about it on the History Channel last night, and it was indeed an "art".
It looks like Mel Gibson was on the mark in "The Passion". Prior to crucifixion, victims were flogged with this strap resembling a cat-o-nine-tails. They were beat unmercifully, to the point that the back was opened and the innards were spilling out.
The Romans perfected the art. They really knew how to make one suffer.

Instead of a quick death and putting somebody's head on a pike--one way of making an example out of somebody--the Romans went for the full-body experience. You'd die on the stake, but it certainly wasn't quick or painless; then again, most of those to be crucified would probably have died if they weren't put on the stake.
Vlad the Impaler have had a slight improvement on the technique, but his full-body impalement might well have also lead to speedier deaths.
