Granted, he never joined the Nazi party, but for a man of peace he certainly rejected many, many options, including that of resistance to the Reich, which both his father and many neighbors embraced.
He took the easy way out, and thus has blood on his hands.

I can also say that Ratzinger lived in a village and in an area that was something of a hotbed of Nazi resistance, and that he would have found a lot of support if he had made the right decision.
