Walter Reed was privatized by Halliburton subsidiary
Committee subpoenas former Walter Reed chief

The Committee on Oversight and Government Reform has subpoenaed Maj. Gen. George Weightman, who was fired as head of Walter Reed Army Medical Center, after Army officials refused to allow him to testify before the committee Monday.

Committee Chairman Henry Waxman and subcommittee Chairman John Tierney asked Weightman to testify about an internal memo that showed privatization of services at Walter Reed could put “patient care services… at risk of mission failure.”

But Army officials refused to allow Weightman to appear before the committee after he was relieved of command.

“The Army was unable to provide a satisfactory explanation for the decision to prevent General Weightman from testifying,” committee members said in a statement today.

The committee wants to learn more about a letter written in September by Garrison Commander Peter Garibaldi to Weightman.

The memorandum “describes how the Army’s decision to privatize support services at Walter Reed Army Medical Center was causing an exodus of ‘highly skilled and experienced personnel,’” the committee’s letter states. “According to multiple sources, the decision to privatize support services at Walter Reed led to a precipitous drop in support personnel at Walter Reed.”

The letter said Walter Reed also awarded a five-year, $120-million contract to IAP Worldwide Services, which is run by Al Neffgen, a former senior Halliburton official.

They also found that more than 300 federal employees providing facilities management services at Walter Reed had drooped to fewer than 60 by Feb. 3, 2007, the day before IAP took over facilities management. IAP replaced the remaining 60 employees with only 50 private workers.

“The conditions that have been described at Walter Reed are disgraceful,” the letter states. “Part of our mission on the Oversight Committee is to investigate what led to the breakdown in services. It would be reprehensible if the deplorable conditions were caused or aggravated by an ideological commitment to privatize government services regardless of the costs to taxpayers and the consequences for wounded soldiers.”

The letter said the Defense Department “systemically” tried to replace federal workers at Walter Reed with private companies for facilities management, patient care and guard duty – a process that began in 2000.

“But the push to privatize support services there accelerated under President Bush’s ‘competitive sourcing’ initiative, which was launched in 2002,” the letter states.

During the year between awarding the contract to IAP and when the company started, “skilled government workers apparently began leaving Walter Reed in droves,” the letter states. “The memorandum also indicates that officials at the highest levels of Walter Reed and the U.S. Army Medical Command were informed about the dangers of privatization, but appeared to do little to prevent them.”

The memo signed by Garibaldi requests more federal employees because the hospital mission had grown “significantly” during the wars in Iraq and Afghanistan. It states that medical command did not concur with their request for more people.

“Without favorable consideration of these requests,” Garibaldi wrote, “ Base Operations and patient care services are at risk of mission failure.”

25. While Gates has acted like a sane person
with respect to WRH today, the problem is that he is many days too late. He should have been on this immediately. He also should have told the Army that he saw this as a BFD and everything they did to remedy the situation needed to be vetted by him/his people. I would NEVER have put Kiley back in charge, even for a day! That is beyond ridiculous. But I also would not be making Weightman bear the brunt of criticism.
Obviously, Gates can't directly come out and say that this crap pile is Rummy's doing--but we certainly can.

They were attempting to "realign" Walter Reed with those changes too.

the private sector can do the jobs so much better than bloated government bureaucracies. Just look at the money we're saving the taxpayers! :sarcasm:

When you open the chicken-coop up to foxes like Halliburton, KBR, Blackwater, GE etc. what else can you expect but a mass of dead chickens? The Republic theory that private business can always do a better job than the government has never held water. But that doesn't stop them from continuing the process of privatization, there's too much money at stake for their supporters. Corporate America's financial backing of the Republic party is paying them huge dividends and they're laughing all the way to the bank. Never mind that they cut so many corners to maximize profits that every system they touch is falling apart, it's good for the economy! :grr:

What would you rather have: government programs that work or tax cuts for the rich? We can't have both and the Bush economic miracle depends upon giving as much taxpayer money as possible to their corporate masters.

Why don't the people of our country WAKE UP? Republics are NOT in the average American's corner: they never have been and they never will be. Their primary concern is money: how much they can bring in and how much they can hand out but in BOTH ways the money seems to make it's way back into their own pockets. Yet they can con 50% of Americans into thinking it's in their own best interests. :banghead: We have a populace that is damned near brain-dead but you can't tell them that because then you're a meddlesome liberal who thinks you're smarter than they are, the learned "elite" that Republics so strongly warn their constituents against.

I'm about to give up on this damned country. A more stupid group of citizens I have never seen, anywhere. Absolutely NO political curiosity whatsoever, they'll depend on assholes like Limbaugh, Hannity, Coulter et al. to TELL THEM HOW TO THINK! :puke: It makes me physically ill to think I live among these jackasses.

There are many things best done communally ---> Public Servants who actually serve the public. bushco appoints agency heads based on loyalty to their agenda, which is: funnel public money to private businesses.

Those who actually serve the public are really getting slammed. Decisions from the top make it harder, if not impossible, to serve the clients (the public) so the public gets pissed. They take it out on the Public Servant they are dealing with directly, not the agency heads that are deliberately fucking things up. Get the public pissed at the public servants and it gets easier to convince voters that privatizing will make things better.

This has been going on for some time now, reaching crescendo soon. Lots of Baby Boomers in public service are about to retire. The brain-drain from that alone is gonna be horrible for agencies. bushco is making life hell so many are getting out early. Hmm, makes ya wonder about pensions, doesn't it?

Workers for private companies generally get less, so what sort of service will they give? And less wages = less payroll taxes. That doesn't bode well for the public coffers, which the corporations are ALREADY raiding.

a good site to bookmark for news major media doesn't cover much (along with comments from worker bees in Public Service) is http://www.govexec.com/ . Put that site on your daily rounds of news sites and you might get the impression the junta is pissing in the communal pot and some folks are getting tired of letting it happen ;)

We can't reach them. They get their information from a) their church and b) hate radio. Both taught them not to take in any outside information. It's tempting to call them the dumbest sonsobitches on the planet...and I do, but they really are decent people. They are misinformed. If you control the information on which people base their opinions, then you control their opinions.

Sorry, I'm feeling reasonable today. Don't mean to piss on a great rant.

That the Democrats in Congress will take this opportunity not only to publicly eviscerate everyone who had the slightest knowledge of or complicity in this mess, but also to demonstrate to the American public that this kind of situation is inevitable and will continue to happen as long as we have a party in charge that believes government should do as little as possible for its citizens. I'm just surprised they didn't have Grover Norquist stop by to drown all those patients in a bathtub. It wouldn't have been the most heartless thing the Bushites have ever done.

boy Do I ever agree with you. Sometimes I can handle rich people who are for the Administration. I figure that "Hey at least they got a huge tax cut." I mean an extra quarter million dollars would probably soften up the way I feel about George and Dick

But what gets my goat is when you are talking to people who are BARELY making it and they are praising Limbaugh and re-iterating every word he's ever said. Some stuff I own is at a storage place - and the manager there has cerebral palsy and is nearly blind. He will take a day off to try and find some government program to help his sorry Ass and then he will complain that the program has been cut back - yet he is always saying he cannot stand the level of socialism that the Democrats have brought to this country and that people need to be indpendent amnd take care of themselves. (@#%#!)

And of course he will go on to try and explain to me that we need this gazillion dollar war.

these people MAKE NO SENSE!! They do however make my head spin!

Just read in another thread that (resigned in disgrace) Secy of the Army Francis Harvey used to be CEO of IT Group in the greater conglomerate of Carlyle Group. Shady dealings led to bankruptcy of the sort that greatly benefited Carlyle Group (think GHWBooooosh and John Major, among others). Included in the $400 million in govt. contracts awarded to IT Group under CEO Harvey was one to cleanup the Fresh Kills landfill on Staten Island. . . . Hmmmmm, where have we heard that name before?

it just doesn't work. When is some brave dem going to come out and say just that, we need contol of our country back. If the only way capitalism can work is to privitize everything to increase the bottom line of the corporation than we are no longer a democracy. (As if we didn't really know that already.)

106. I've never understood why anyone
would think that privatization would be better than letting the work be done by government workers. After all, when things are done by government employees, there is no profit to be considered. Privatizing services always leads to costing the taxpayers far more, having the quality of services reduced, and enriching cronies who are already madly rich. Somehow, it seems that the repukes can't understand that just because services are privatized, the taxpayers still pay for everything, they're just paying taxes to make rich men richer.

I can't think of any formerly public service which has been privatized, and actually improved services, or saved money. Not a single one. I never have seen the sense of it, due to the profit motive, which is, of course, exactly why repukes think it's a good idea.

Private industry can provide goods and services for cost plus profit.

Private industry will not work for zero or negative profits.

Therefore, government can always provide the same goods or services for less than private industry can.

about how this contract went down. In 2000, the Army held a "privatization review" for the Walter Reed services, in which the current federal employees had to bid against private contractors for the contract. In 2004, the federal employees actually WON the contract, because they had the lowest price. Then, in 2006, the Army mysteriously changed its mind after "re-calculating" the figures, reversed the decision & awarded the Walter Reed contract to IAP instead.


GAO declines to hear protest of Walter Reed competitive sourcing decision

The Government Accountability Office earlier this week dismissed a protest filed on behalf of employees at the Army's Walter Reed Medical Center, ruling that the employee group had no standing to challenge the outcome of a public-private job competition initiated prior to January 2005.

... The competition began in January 2000. The in-house employee team won in September 2004, but the award was the subject of numerous appeals and a round of revisions leading to an award to Cape Canaveral, Fla.-based IAP Worldwide Services last month.

The American Federation of Government Employees, which provided funding to back the protest, said the impetus to appeal came from Walter Reed managers who were disappointed to see how the competition process played out.While the initial employee bid was $7 million less than that of IAP Worldwide Services, a mid-stream solicitation change resulted in a recalculation of the bids by all parties and in IAP's bid coming in $7 million lower, said John Threlkeld, a lobbyist for AFGE. Threlkeld said the process for recalculating the employee bid was flawed, resulting in the inflation of the estimate that rendered it uncompetitive with IAP's bid.

The entire five-year contract is valued at more than $120 million, according to the IAP press release, and includes support and environmental services, transportation functions, community activities, information management, logistics and public works.

What exactly is a "mid-stream solicitation change?" Somebody at the Army was very desperate to give this contract to IAP. They fudged & lied about the figures in order to claim that IAP's bid was lower. They were so desperate, they revoked the federal employees contract to service Walter Reed, in spite of the outcry that decision would cause. I wonder why. When Congress begins investigating this, they'll find a huge web of corruption & criminality behind Walter Reed's mismanagement.

between them, but IPA is certainly staffed by former KBR executives and its connected to a hedge fund managed by John Snow. Even if it's not Halliburton per se, it's close enough.

I worked at the Naval Aviation Depot in Cherry Point back in the 80's when Reagan was President and first started the "privatization" crap. The rest rooms and office cleaning were the first jobs that were "contracted" out to save really big bucks for the government. I remember going to the ladies room and one of the women civil servant workers that was losing her job was telling me that she only had five years to retirement and had to go out and look for another job. The rest rooms were always very clean and odor free before being contracted out... then, slowly but surely it got so bad that we were waiting to go home to go to the bathroom it was so smelly in there! Complaint after complaint was sent up the chain of command. The restrooms and offices would look better for a few weeks, then would gradually get back to the same. I can only imagine what happened at Walter Reed. HEALTH CARE can not be about money! Greed will intervene and overcome. Where is our concern for human beings? I am ashamed to be an American.

King's protest, filed on behalf of the employee group that bid to perform the work as a "most efficient organization," claimed that he had standing to represent the group before GAO as the "functional and legal equivalent" of an agency tender official. The ATO is authorized to represent federal employees in internal agency appeals under 2003 revisions to Office of Management and Budget Circular A-76 rules governing public-private competitions.

Would have been a good tour. Time with kids and wife in an Urban environment. Career Military Personnel Deserve such assignments.

Of the military is almost complete under Dick Cheney. The only thing left now for career military is 20 years of getting shot at.

Actually 20 years plus the combat extension. Vietnam short timers went home.

Harry Reid is right. From a policy standpoint Iraq is a much bigger mistake than Vietnam.

Because we are have a Debt funded, Volunteer military, nobody gives a shit.

according to the Army Times article you link to. There is also no mention of Halliburton on IAP's web page on company heritage.

So they kicked it up another 100%. Did they proceed to print up signs to post for the remaining 50 maintenance employees: "The beatings will stop when morale improves!"???

It shouldn't come as too much of a surprise that privitization of government services encourages contractors to cut corners in order to to ensure a larger profit margin. It is also no surprise that this administration puts more emphasis on padding the pockets of its political cronies than it does on guaranteeing adequate care and living quarters for injured and disabled military personnel. The total lack of oversight and accountability is deplorable. Bushco is now marching straight up the chain to sack those who were implementing its own policies. Of course it'll stop well short of implicating itself as long as their are a few underlings who'll be prodded into falling on their own swords.

150. The actual contract should be reviewed for requirements and compliance
The housekeeping and maintenance contracts are supposed to pin-point every requirement needed to maintain and sustain a healthy, sanitary, safe environment within each and every section and area of a medical command. The medical command on any military post is also responsible and has always had one or more medical officers assigned to oversee sanitary and safety conditions of all mess halls, billets, etc.

This privatization contract should contain requirements for Military Medical and also the Joint Accreditation Association of Hospitals (JCAH). These contracts should be extremely detailed and closely monitored by the assigned Federal Contracting Officer ...... who was/is responsible for Walter Reed Army Medical Center outsourcing contracts???

I would dare to wager that costs to outsource in-house functions of Walter Reed have more than doubled and that is even considering that manpower was so drastically reduced.

Halliburton/KBR or whatever name they have chosen for this fiasco have proven they were/are unwilling/incapable of expending any of our money on the troops be it in the field or in recuperation.

You're the next victim unless you can kill them before they "preemptive strike against american-born-citizen-insurgents" you to death. Who's going to protect you? The government? The police who blindly obey them? The army that fights without a clear objective, just go in and kill is the orders they obey. Your family's gonna die if they try to protect you. This goes beyond mere backroom backstabbery, this is an outright assault on the american people by it's government.

Tell no one that you're gonna protect yourself, and get several guns. Anyone know where to get some cheap? And a good gang leader for protection?

At least wolves would only eat you.

152. OK, paranoia aside, what can we do?
Organize a United Corporate American class-action suit against Halliburton and all of it's subsidiaries? I suppose that's possible, and it would minimize on the amount of people that would die. At the least, freeze all their american assets until litigation occurs. Everyone would have to be behind it, though. As in, most of america.

153. I tried to watch a little CNN last night ("News Watch" or something like that) and...
...they showed a little about this. I don't think they mentioned Halliburton, but they did say that things all started going down hill when the Announcement to CLOSE Walter Reed by 2011 (I think that the planned year), which triggered a lot of older Doctors to opt for Retirement and Younger Doctors to look elsewhere for longer term jobs.

They also said the "cost-cutting" plan was to go from about 300 Health-care Professionals (Doctors?) to just over 60!!!

That right, achieve COST SAVINGS in the middle of a WAR by

CUTTING MEDICAL PERSONNEL at the #1 ARMY HOSPITAL from

300 down to about 60!!!!

How we gonna keep all them tax cuts we got in the middle of war time if'n we dont scimp on the medical care to the silly soldiers who weren't payin' enough attention and got hurt?


Besides....they've been so very busy takin such good ared of us all they just haven't had the time to explain how this is really all Bill Clinton's fault.....um, ...um...MONICAAAAAAA!!!!!

159. Here's an idea. Ban the uninsured from service.
If they're not gonna treat our soldiers, then total coverage health-insurance coverage should be mandatory if we're gonna let you in the army. No health insurance, no serving in the military. Seriously, if you don't have health insurance, you can't serve. It's too risky to let americans serve in the army without insurance. So, all of you without health coverage, get out of the military. You're the weight stone on the necks of america. It costs too much to patch you up after you get tore up by bullets. Leave the military. Now.

...Yet even now it’s not clear whether the public will be told the full story, which is that the horrors of Walter Reed’s outpatient unit are no aberration. For all its cries of “support the troops,” the Bush administration has treated veterans’ medical care the same way it treats everything else: nickel-and-diming the needy, protecting the incompetent and privatizing everything it can.

What makes this a particular shame is that in the Clinton years, veterans’ health care — like the Federal Emergency Management Agency — became a shining example of how good leadership can revitalize a troubled government program. By the early years of this decade the Veterans Health Administration was, by many measures, providing the highest-quality health care in America. (It probably still is: Walter Reed is a military facility, not run by the V.H.A.)

But as with FEMA, the Bush administration has done all it can to undermine that achievement. And the Walter Reed scandal is another Hurricane Katrina: the moment when the administration’s misgovernment became obvious to everyone.

...To save money, the administration has been charging veterans for many formerly free services. For example, in 2005 Salon reported that some Walter Reed patients were forced to pay hundreds of dollars each month for their meals.

More important, the administration has broken longstanding promises of lifetime health care to those who defend our nation. Two months before the invasion of Iraq the V.H.A., which previously offered care to all veterans, introduced severe new restrictions on who is entitled to enroll in its health care system. As the agency’s Web site helpfully explains, veterans whose income exceeds as little as $27,790 a year, and who lack “special eligibilities such as a compensable service connected condition or recent combat service,” will be turned away.

So when you hear stories of veterans who spend months or years fighting to get the care they deserve, trying to prove that their injuries are service-related, remember this: all this red tape was created not by the inherent inefficiency of government bureaucracy, but by the Bush administration’s penny-pinching.

...We know from Hurricane Katrina postmortems that one of the factors degrading FEMA’s effectiveness was the Bush administration’s relentless push to outsource and privatize disaster management, which demoralized government employees and drove away many of the agency’s most experienced professionals. It appears that the same thing has been happening to veterans’ care.

The redoubtable Henry Waxman, chairman of the House Committee on Oversight and Government Reform, points out that IAP Worldwide Services, a company run by two former Halliburton executives, received a large contract to run Walter Reed under suspicious circumstances: the Army reversed the results of an audit concluding that government employees could do the job more cheaply.

And Mr. Waxman, who will be holding a hearing on the issue today, appears to have solid evidence, including an internal Walter Reed memo from last year, that the prospect of privatization led to a FEMA-type exodus of skilled personnel.
