How much of it is actually real and how much of it is a combination of PR and reminder of some of the basic rules of driving?
Fact is you get better mileage if you don't floor the gas pedal at the red light, or when you leave enough space between you and the car ahead of you so that you're not always hitting the brakes. Coasting downhill? Don't we already ease up on the gas pedal while going downhill to avoid the possibility of getting a speeding ticket and maintain control of the vehicle? We've always known this stuff.
The funny thing about those hills is the fact that in order to go downhill you have to go up the hill first and since hills tend to be serial in nature you're going to have to use the gas pedal to get up the next hill after you lose speed coasting down the first hill. So how much are we actually gaining in gas mileage and how much is hype and PR? Are we "buying" information like this as fact because we've been conditioned by commercials concocted by the PR companies pretty much from birth to believe what someone on the tv screen tells us?

A ten year old vehicle that was rated for 32/37 mpg, I can avg about 40 mpg around town. Ive never gotten better than about 44 mpg on the highway.

There is something to it, and it actually saves me some gas. I don't know if it's as sensational as some proclaim it to be, though, especially on the highway. The best thing anyone can do to save gas on the highway is to slow down or combine trips.
