1. how many do we have?
I can't find the exact number anywhere. Did find this:
U.S. military commanders had warned that militants might launch assaults outside Baghdad, where more than 90,000 Iraqi and U.S. troops have intensified operations to rein in violence as part of a last-ditch security plan.

The ARMY doesn't know how many Iraqis are involved in Baghdad security, let alone the general public. Vague numbers in the tens of thousands are bruited about, but that includes police as well. IIRC, Maliki promised an additional seven battalions (I have no idea how many that is; I'm in the Navy. Less than 10,000, certainly). How many of those have or will show up is anyone's guess.

3. Would that be on paper or in the flesh/boots on the ground?
The Pentagon/WH spin machines have for years spouted numbers about how many thousands of Iraqi soldiers/police were being trained/paid. The reality sneaking out of Iraq revealed that there were a huge number of ghosts(fictional names) and no-shows included on those lists.
