If the off-shore drilling ban sunsets, would states be able to ban drilling on there shores? |

Assuming worst case scenario for a minute; if the off-shore drilling ban sunsets on September 30th due to inaction, would states like California, Florida and maybe even Gulf Coast states be able to ban drilling off there shores? I know Schwarzenegger has already said he would push to ban drilling off the California shore.

And beyond that it would become a federal issue. However, I'm not a maritime lawyer so I'm just venturing a guess.
