Earlier reports that the flooding was caused by a breached dam proved to be erroneous.

Romero said Monday that an earthen water tank was breached on a nearby private ranch, but that did not contribute to the massive floodwater sweeping through the canyon.

So not only wasn't it crumbling infrastructure, it was just an everyday, common, ordinary flash flood in a canyon caused by 8 to 11 inches of rain.
