Umm, if they haven't broken any LAWS (i.e. REGULATIONS), how the hell do you "lock them up"? The problem is with the Republican philosophy of the economy and the markets. They (including McCain and Bush) have always favored LESS regulation (i.e. LESS accountability), and the people who end up paying the price are the company's employees and investors, not the CEOs.
If this guy wants to "put them in jail", you need regulations to do that.

They probably made enough money to live for the rest of their lives in the first two years of their tenure.
Maybe if they had to work til they were 72 like the rest of us they wouldn't risk their and our livelihoods.
