How can the bailout go to the Senate when it didn't pass the house? |
|
Some one help me here, I guess I am pretty ignorant. I always thought that when a bill doesn't make it out of the house, it goes back to committee for massaging, and re-vote. How can the bailout go to the Senate if it hasn't passed the house?. Thanks, and sorry for a question that must pretty stupid for those in the know.

They're pulling some shenanigans to start a spending bill in the Senate.

But in this case, since there is spending and possibly taxes in the bill, the Senate will stick it onto some other money bill that has already passed the House, and then send it back.
