3. Probably part of their strategy. There are groups that want a dead fetus recorded as a live birth. |

If they can get that accomplished then they will claim it has rights as a human.
Unless there has been a change in any states a stillborn is recorded as a death.
If a baby is born (meaning it was breathing when it left the woman's body) and then dies shortly after even if it was a few minutes later there will be a birth record and a death record.

A foetus begins to become a person as it developes a mind, which begins to happen at around 24 weeks. Its rights are still subservient to those of a mother, but the defining characteristic of a person is a mind, and once it has that it qualifies, I think.
That's why Roe vs Wade is right to allow abortion on request in the first two trimesters, when only one person is involved, but to make it the state's business but not to ban abortion in the third, when two are but one is more important than the other.

From a legal standpoint, a fetus is not a person.
