I chatted with Mark Begich back in August.. |

He'd left me a fundraising message, and when I called back I got his personal phone at home on a Sunday. Despite having better things to do, he spend 30 minutes chatting with my wife and I about issues and the campaign. One thing he favors is a national capital budget, rather than our current system of annual appropriations. He's going to be a great addition to the Senate.

is done largely through annual appropriations and earmarks where individual Legislators with clout can dominate the process (think "bridges to nowhere"). A national capital program would be a multi-year plan for nationwide capital expenditures, which would hopefully focus attention on national and regional needs.
