9. No it wouldn't
Commerce is getting a big spending increase aswell as boost in importance. Richardson will be perfect there and will have a big impact on the Obama administration

All the trade negotiations he has headed up? (ITA)

Or his background in oceanic and atmospheric sciences? (NOAA)

Or Patents and trademarks? (PTO)

Perhaps it's the extensive background in Telecommunications?

Ned Lamont would have been a good choice for Commerce.

Bill Richardson would have made a fine Secretary of State.
