1. Not really, many people in a small area.. State of Emergency allows for |

extra money and extra persons, namely national guard, to be on hand to deal with crowd control.. This a happy occassion so it would be most likely dealing with someone who faints in a crowd or becomes de-hydrated or a child who becomes separated from a parent.
