Should a Democrat vote for children's health insurance?

Just wondering....I want to hear reasons as to why 2 Dems voted against SCHIP (while 40 Republicans managed to cross the aisle to support it).

6. no...it was Barrow's even MORE conservative Georgia "Dem" friend Jim Marshall...plus
Alabama reactionary Bobby Bright...who also has a vote against equal pay for women under his belt.

The DCCC spent about $300,000 on him. Great work, D-Trip.

7. Could be the tax on tobacco products to fund it.
I notice many "Democrats" here seem very adamantly opposed to taxing tobacco.
