3. It IS important, but

Man, the pace is just, dunno, slow.

I tried a couple of pages and it takes awhile, for me anyway, to figure out what they are saying.
But, it's got a hook, soooo...

4. Have expected to see lots of crap..

Through page 120, so far the only obvious wasteful spending (in my opinion) is this:

NATIONAL MALL REVITALIZATION FUND
2 For construction, improvements, repair, or replace3
ment of facilities related to the revitalization of National
4 Park Service assets on the National Mall in Washington,
5 DC, $200,000,000, of which $100,000,000 shall only be
6 made available to the extent that funds are matched by
7 non-Federal contributions:


Seems quite silly to me, to make the mall nicer. That money could do a lot better elsehwere.
