Anybody surprised that Bush didn't make any last minute pardons?
He must be thinking about his legacy and how it would look if he did excessive political pardons. But he's a little late to be thinking about his legacy. He's doomed to the dustbin of history.

5. If I understand it correctly (and who knows if I do?) a pardon is issued for some act
that was deemed illegal - something significant you needed a pardon for. A criminal offense of some sort. If he pardoned people, it would have been tantamount to saying they were guilty. He was stuck. Besides - if they were guilty, you just look up the food chain to who approved what they did because they had to have approval of that kind of shit. And the buck stops cold - with georgie-poo.

Is there a rule that they have to be made public? Or that they have to be made public right away? :shrug:

8. Kind of, but not really.
His story is gonna be that he didn't do anything wrong. So pardons would eff that up.
