I'm not trying to bring anyone down, but it seems to me that if everything was as it was previous to Teddy's seizure at the luncheon this wouldn't have come up. If she is pulling out, I think it's because Kennedy doesn't have much time left and she wants to spend it with him...entirely understandable. I probably would, too, if I were in her shoes.

My friend had a brain tumor and died withing 2 months of diagnosis.

Of course it's serious, but when Caroline declared her intentions, Ted still had the cancer. He had a seizure. I'm speculating, because of this story, that there may be more going on with his prognosis than we know...and it may not be good.

I don't think Teddy would want her to take a seat that would spell disaster for her. She was trying to be something that she wasn't a while back and that just doesn't work.
Maybe Teddy was the one that said "Caroline, give it up."

I seriously doubt she expected the truly awful attacks that she received. It may be that she sees that many politicians have to live with totally unjustified attacks - even as they work hard for their constituents. For Caroline Kennedy, who was never treated that way - it might have been tough.
