Because I thought Bush was going to be coming back to the Whitehouse and taking off from there. It's high ground and a good view of the Capitol and the Whitehouse. I really wanted to get Bush in the copter with the Whitehouse in the background taking off. Turns out he left the Capitol and got in the copter somewhere on Capitol Hill. In total Bush fashion, he did do a "victory lap" around the Mall. Schmuck. That's when I got that pic.
