This has been customary for as long as I can remember. The deputy attorneys and so forth used to be fired too, i.e. the entire office was replaced with each new admin.

4. An editorial in an Arkansas newspaper pointed out that it was even
customary for all USAs to offer their resignations at the beginning of new administrations. They didn't do that in 1993 for Clinton.

All newly inaugurated presidents install their own U.S. attorneys - at the outset. The well-established custom before Clinton was for all existing U.S. attorneys serving at the pleasure of the departed president to offer their resignations to the incoming guy. But Republicans had become famously less courteous by 1993, and few U.S. attorneys submitted those resignations to Attorney General Janet Reno. So she fired them.

2. They knew the difference, Clinton was the only thing they could hold onto...
the only person Republicans collectively hate. They needed a quick spin to keep their 27% happy, and nothing will make them happier than to blame Clinton.

3. The key to the Bush defense is to obscure the argument.
The Clinton/Reagan/Bush41/*43 replacements were routine. Firing US Attorneys for not prosecuting the right people is third-world bullshit and crosses dozens of ethical lines.
