from a long-term historical view. Obviously, US military spending is high at the moment because of Iraq/Afghanistan wars. Who has consistently out-spent the other nations for the longest? No brainer, it has to be the USA.
How about comparing the 6 or 8 highest spenders, and see how they stack up over the last 50 years? Russia/Soviet Union would have to be treated as a special case. China might be more interesting in the historical context.
