"Because the Senate is so Dysfunctional"

Representive Peter Difazio, on the House floor explaining the tax cuts in the stimulus package tells us that 3 Republican Senators are the reason that this trash is in the bill which no Republican will vote for. He says "because the Senate is so Dysfunctional"

I think that's against the rules, but good for him for pointing it out.
