This is essentially what Limbaugh is saying. He hopes the President fails to adhere to Constitution by failing to promote the general welfare.

This is fundamentally different than saying, I think he will fail.
I think he will fail, but I hope I am wrong (because success means he has promoted the general welfare) is a legitimate political perspective.

To hope the President will fail, to actively hope the President will fail to promote the general welfare is, well, unpatriotic and un american. In effect, spitting on the preamble of the Constitution.
