Fears of mass TYC releases are growing

Gov. Rick Perry faced renewed pressure Monday to appoint a conservator to run the scandal-ridden Texas Youth Commission, which could release juvenile offenders as part of an investigation for the arbitrarily lengthening of sentences.

Hundreds of commission youths could be released within weeks if a special panel determines they've had their sentences improperly extended in retaliation for making accusations or intimidation, officials said.

Jay Kimbrough, the special master appointed by Perry to oversee the investigation into the alleged sexual abuse of youths at units throughout the state, said he's seen estimates that between 60 percent and 90 percent of the juveniles have had their sentences extended by commission officials, many without proper documentation.

"I think ultimately we're talking about a fourth of those in custody, maybe more," who may be eligible for release, said Rep. Jerry Madden, R-Plano, who leads the House Corrections Committee.
