So far nothing has stopped them, to not expect the BFEE to try something to start a new war is a little naive IMO. New wars are like new cola products. They just have to be 'released' at the right time. The BFEE got lucky with Iraq and can't figure out a way to attack Iran. Let us hope they never do.
Seriously, did we have wargames or not? Sounds like more than one Navy is playing mindgames.

I think the wargames are cover for the buildup in military presence, myself, but I'm a bit on the paranoid side.
