retrieved because it had GPS. One of the characters on the show said that as of 2005, GPS was standard on all models. Is this true?

The answer is no if you're referring to any laptop made.
As for gov't-owned laptops, I don't know but that doesn't seem like something that would be in place.

of fact. Cellphones all have GPS now, so laptops having them isn't all that far out of reach.

Cellphones can be tracked to a certain location via triangulation techniques from different towers (measuring signal strength).
Newer phones can have GPS which will make it easier or more accurate to track, as long as it's on or the battery is still in place.
