Why not charge any foreign terrorist under existing piracy statutes and |

treat them as pirates? That sidesteps any nonsense about "War on terror" as well as any comparison to other p.o.w.s while simultaneously giving the US a right to hold them prisoner and ensuring the accused a right to a fair trial by civilian courts.
