But I think big tobacco will remove these chemicals before the law goes into effect. That's a net benefit, even though raw tobacco is still bad for you.

The FDA regulates consumable products; they don't "approve" them. You don't see "Approved by FDA" on a can of soup or a box of cereal. You aren't going to see it on a pack of cigarettes.
