At what point can voter fraud turn a democracy into a dictatorship?
How many degrees of separation is there between a true democracy and a False republic where the incumbent gets 99.9% of the vote?

1. It depends on a couple of things I guess...
...where the voter fraud is coming from, first off. What weights and measures that country has in place to keep balances of power in check. If that voter fraud is actually acted upon. Things like that.

5. You could arrive at several forms of government by illegal means
just because you won an election by fraud would not make you a dictator. There would be many more steps you would have to go through to gain absolute power.

The fraud problem lies almost entirely with governments and political parties (see Iran-2009 and the USA-2000), not with deceitful voters.
