Can anyone help find this quote about Propaganda?
It's a well known quote (I think) and I have not been able to google it. Here is a very bad paraphrase based on my faulty memory:

"Propaganda creates a language or a vocabulary such that saying anything that deviates from the official doctrine automatically stands out and sounds wrong".

I have been trying to find this all day!

2. Probably from the Orwell essay
Check to see if it's from the George Orwell essay on propaganda. It sounds like it.

it has the same concept about repetition making "truth".
I think different translations may have different emphasis.

8. I think you are right
but there is a specific quote I remember but cannot find. One of the reasons I think is because it's paraphrased so often - I'm sure Orwell and Chomsky has paraphrased but I have been unable to find the original quote I'm looking for...
