Can anyone help find this quote about Propaganda? |

It's a well known quote (I think) and I have not been able to google it. Here is a very bad paraphrase based on my faulty memory:
"Propaganda creates a language or a vocabulary such that saying anything that deviates from the official doctrine automatically stands out and sounds wrong".
I have been trying to find this all day!

it has the same concept about repetition making "truth". I think different translations may have different emphasis.

but there is a specific quote I remember but cannot find. One of the reasons I think is because it's paraphrased so often - I'm sure Orwell and Chomsky has paraphrased but I have been unable to find the original quote I'm looking for...
