Gov. Arnold Schwarzenegger on Tuesday signed a plan to close California's $24 billion budget shortfall, after using his line-item veto powers to slash $500 million in spending in addition to $15.6 billion in cuts approved by legislators.

The new cuts mostly hit health and children's programs. "That's why I call them ugly," Mr. Schwarzenegger said at the budget-signing ceremony. "Not bad, but ugly."

7. Howare Jarvas tacked it ont Prop 13 in the 70's
Prop 13 is the true reason that CA is in the dire straits it's in, the 2/3 majority to pass budget just drives the point home nicely.

rich cronies and corporations then you wouldn't be to blame now would you?
