Read Article 25.

1) Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.


If some clever constitutional lawyer wanted to involve themselves in this I think a case could be made that this signature binds this country to the principles in this document that aren't specified in the Constitution although the preamble does under a general statement that says "promote the general welfare".

3. I heard a discussion that it could be if enough insisted on it.

7. Well of course anything can be made legally binding if enough people insist on it...
...and it's voted as such in the legislature, but that's never happened.

4. Ratified by the Senate?
The real question is if it was ratified by the Senate or not. I did a quick look around the internet to see if they have or not came up empty.

5. Can it be? Maybe it's something that can be worked on.
I wonder if some of our more progressive senators can do something? I came up empty on that too, but the whole document is worth looking at to see if the principles can some how be made legally binding.

6. There was never even an attempt at ratification.
It's not a treaty. Ergo, it is not legally binding.
