He'd LOVE to follow in the footsteps of shrub, violating FISA, wiretapping, etc etc etc -- you ever see how he sends his underlings to break into patients' houses to find evidence on them???? That's the one thing about that show that really bugs me. I can't think of ANY physician or even resident or fellow, who would ever ever do that.
