It was in the last paragraph and refers to what he thinks Obama wants to do.

The river was considered to northern boarder of Rome's home province, and traditionally Roman generals left their army outside. When Caesar "crossed the Rubicon" it was considered an act of war against Rome, and he set the stage for Rome to cease being a Republic and set it on a path toward dictatorship.
