It represents the wealthy, banks, large corporate concerns, industry, and basically these "representatives" represent the interests of their own investments.
I am sadly not optimistic.

and they will decide to do it. Actually, what they will have to do is wave the whole rule because not all of the bill will be able to pass on reconciliation. They will need 51 vote to wave the rule.
